The pop-up for "Update Oracle Content" re-appearing is a
known issue for people with the Desktop Sync Client. The only solution is to manually perform the update.

Oracle Support:
From what I understand, this is known issue/bug with the OCM desktop client
versions prior to 22.10 (with the upgrade detection)
So any users who don't have desktop client version 22.10 or newer, will see
persistent prompts.
The latest version for desktop client on my own PC is 22.12.2.5004.
Your users most likely still have this version installed as indicated from
the screenshot >> (22.7.2.5006)
So the solution is to get them manually upgraded to the latest version on
each of their client machines.
